Yes, buying text links is one way of getting back links - but many times such links are not relevant to your site and hence do not add much value to increase your pagerank. Why would back links not be relevant? You buy them on similar sites like your is… you are not going to buy a link for food recipe site on a gadget or auto site.

Textlinks are ok, but if you care about something other then PR, you might consider solo ad e-zine advertising. Very effective, especially when you have a quality targeted e-zine where people actually read their email. It can cost quite a bit and you will have to research which e-zine is most compatible with your product or service.
